
Seeking a Public Affairs Consultant for Léargas: Scoping Exercise
Overview
Léargas is seeking a consultant to support us in scoping and identifying the best approaches for developing our capacity to engage more effectively in public affairs.
As the National Agency for Erasmus+ and the European Solidarity Corps in Ireland, we want to ensure that our interactions with Ministers, MEPs, and key stakeholders are strategic, effective, and aligned with public affairs best practices. We need guidance on what structures, skills, and processes we should develop to strengthen our approach, particularly in preparation for key EU milestones such as Ireland’s EU Presidency in 2026 and the EU’s Multiannual Financial Framework (MFF) in 2025.
Rather than delivering the engagement work directly, the consultant will help define what Léargas needs to put in place to do this effectively in the long term.

Key Deliverables
Assess Current Position & Opportunities
- Review how Léargas currently engages in public affairs.
- Identify opportunities where Léargas could enhance engagement with government, MEPs, and key stakeholders.
- Map out relevant policy areas where Léargas should position itself.
Define Best Practices & Structures for Public Affairs Engagement
- Identify what structures, skills, and processes Léargas should develop to engage effectively.
- Advise on best practices in engaging with Ministers, MEPs, and their teams, including protocols for interaction.
- Recommend how Léargas should frame briefings and communications to key stakeholders.
Guide Léargas on Messaging & Strategic Positioning
- Advise on how Léargas should frame its work in key policy discussions and put forth recommendations for Léargas messaging and promotions.
- Identify how Léargas can position itself in the lead-up to key periods such as Ireland’s EU Presidency (2026) and the Multiannual Financial Framework (2025).
- Outline what makes an effective public affairs approach for an organisation like Léargas.
Recommend Next Steps for Léargas
- Provide a roadmap outlining what Léargas needs to put in place to develop its public affairs capacity.
- Identify potential training needs, staffing considerations, or external supports required.
- Offer high-level recommendations on how Léargas should prioritise its engagement efforts
