Launch of the Léargas Strategy Statement 2025-2030

We are delighted to publish our new five-year strategy for Léargas covering 2025 to 2030. Minister for Further and Higher Education, Research, Innovation and Science, James Lawless TD provided a video keynote address, and the Chair of the Léargas Board of Directors Dr John P. Gilmore launched the Strategic Statement 2025-2030 together with Léargas Executive Director Lorraine Gilligan.

In his keynote video, Minister Lawless said: ‘The work of Léargas is deeply connected to the goals of the Department of Further and Higher Education, Research, Innovation and Science – to develop Ireland’s tertiary education, training, research and innovation systems to support people to reach their full potential and create a prosperous sustainable and vibrant society, ready to meet the challenges of a changing world.’

In his speech, Dr John P. Gilmore pointed out: ‘While the impact of Léargas programmes may be quantified – with over €110 million allocated between 2021 and 2024 through Erasmus+ and the European Solidarity Corps – the true measure of their value extends beyond these figures. The impact of our programmes creates a sustained ripple effect: a catalyst for positive change, capacity-building, and inspiration across diverse communities.’

Finally, Léargas Executive Director Lorraine Gilligan noted: ‘This new Strategic Statement lays out our vision for realising new and exciting goals. We will sharpen our focus on Impact, Inclusion, and Innovation as part of our vision for the future of Léargas. We will engage with emerging EU initiatives such as the Union of Skills, which aims to foster stronger cooperation in education, training and skills development across borders.’

Our vision for 2025 to 2030 is:

We envision a future where intercultural learning and meaningful connections across Ireland and Europe unlock potential and inspire positive change for individuals and communities.

The Strategic Statement opens with a foreword by Minister Lawless stating that: ‘By promoting mobility, intercultural learning, and European values, Léargas reinforces Ireland’s commitment to lifelong learning and skills development.’

To support this vision, the strategy identifies four pillars:

    • IGNITE represents the operational backbone of Léargas. This is where we will drive excellence in programme delivery, broaden awareness of opportunities, and shape impactful and meaningful policies through strategic partnerships, laying the groundwork for transformative impact.
    • INCLUSION lies at the heart of Leargas’ mission, ensuring that everyone has the opportunity to access, engage with, and benefit from European programmes.
    • IMPACT underlines Leargas’ commitment to delivering meaningful outcomes by measuring and showcasing the transformative effects of its programmes.
    • INNOVATION embodies Leargas’ forward-thinking ethos, driving continuous improvement and adaptability across all areas of our work.
